Introduction
The Cancer Education and Career Development Program (R25T) supports the development and implementation of curriculum-dependent programs to train predoctoral and postdoctoral candidates in cancer research settings that are highly inter-disciplinary and collaborative. This program is particularly applicable to cancer prevention and control, epidemiology, nutrition, and the behavioral and population sciences, but should also be considered by other interdisciplinary areas of research such as imaging and molecular diagnosis that will require sustained leadership, interdisciplinary research environments, and more than one mentor per program participant to achieve their education and research career development objectives.
The Principal Investigator must be an established investigator in a field relevant to the objectives and purpose of the Program and able to provide both administrative and scientific leadership. Candidates may be predoctoral or postdoctorals. They usually must be (see exception below) citizens or non-citizen nationals of the United States, or must have been lawfully admitted to the United States for permanent residence (i.e., in possession of a currently valid Alien Registration Receipt Card I-551, or other legal verification of such status), but, under exceptional circumstances, the R25T does allow for the training of foreign nationals. These require NCI approval of individuals on a case-by-case basis and would always depend upon the special international, collaborative nature of the research areas that the training and Career Development Program emphasizes.
The R25T grant mechanism provides up to five years of support and is renewable. These grants support salary (up to $20,000 per year for predoctorals and $75,000 per year for postdoctorals), research development support (up to $20,000 for predoctorals and up to $30,000 per year for postdoctorals), advertising and recruitment costs, ancillary personnel costs, and facilities and administrative costs (formerly called indirect costs).

This is an NCI-specific program announcement. For all of the policies governing
this award mechanism, refer to the Program Announcement:
PAR-06-511 CANCER EDUCATION AND CAREER DEVELOPMENT PROGRAM (R25T).
Under the NIH
Data Sharing Policy, grantees are expected to engage in a timely
release of final data sets that have been generated with NIH support for use by
other researchers, provide a Data Sharing Plan that will achieve this
objective, OR state why data sharing is not possible or appropriate. No Data
Sharing Plan is required for the R25T mechanism because it supports a training,
rather than, a research grant. It supports salaries and other ancillary costs
for individual trainees, but it does not provide support for the generation of
research data, directly. With regard to the data generated by trainees working
in research environments funded by NIH research grants, it is the
responsibility of the institutions that are awarded these research grants to
share the data and provide acceptable Data Sharing Plans to the NIH as part of
the research application.

The National Cancer Institute (NCI) Cancer Education and Career Development Program (R25T) must be in compliance with all NIH/NCI policies pertaining to the use of human subjects. These policies apply to all research involving human subjects, not just clinical trials. The R25T is a training and career development grant in which candidate positions are filled at the discretion of the institution and assignment of candidate positions is generally not known at the time of application or at the time of an award. Due to this uncertainty, the word "Indefinite" should be placed in the box for IRB review date on the face page of the application and the applicant institution must provide in the submitted grant application a Special Statement on Human Subjects Research.

Submitting an Application
Important Notice: Beginning October 1, 2006, all R25T applications should be submitted electronically through Grants.gov (http://www.grants.gov), using the SF424 Research and Related (R&R) forms and guide.
The R25T Program Announcement contains all instructions, information and links to documents and sources of information needed to submit an application for the R25T Award. Before submitting an application for the R25T Award, please read all information and follow the instructions found at the beginning of the R25T Program Announcement. When you select the link "Apply for Grant Electronically", you will be directed to the Grants.gov application download page. Please carefully read each paragraph on this page, in sequence, to avoid errors that may delay the application process.

If the application receipt date falls on a weekend, the application must be postmarked by the application receipt date and received at the Center for Scientific Review (CSR) by the following Monday.

Peer Review Process
Upon receipt, competing applications will be reviewed both by the Center for Scientific Review (CSR) and the National Cancer Institute (NCI) for completeness and for conformance to all eligibility requirements and special provisions and requirements. Incomplete applications will be returned to the applicant without further consideration.
Those applications judged to be complete and eligible will be evaluated, according to the review criteria listed in the Program Announcement, by a peer review group convened by the Division of Extramural Activities of the NCI. Applications will receive a second level review by the National Cancer Advisory Board (NCAB) to determine if the application meets the broad program needs and priorities of the NCI and the National Cancer Program.

Frequently Asked Questions
1. How many trainees can be supported by an R25T grant?

3. Since human subjects may be involved in the R25T program, must each trainee
obtain his/her own IRB approval?
If the trainee will be participating in a larger research program that already
has received IRB approval, new IRB approval is not needed. If the research
proposed is not part of an ongoing research project with an IRB approval, new
IRB approval is needed.
4. Is there a preference in the disciplines represented in the R25T program?

5. Can the trainee's salary be supplemented?
Yes, but only from non-PHS sources for work that is the same as being supported
by the R25T. A trainee can be compensated for work while receiving salary from
the R25T grant from any source as long as his/her total percent effort does not
exceed 100 percent and the work is unrelated to the work being supported by the
R25T.
6. If we have an existing curriculum that will serve the R25T program, can we
still apply?
No. One of the main premises of this award is that there are not sufficient
curricula available to compliment the research training experiences of an R25T
program.
7. Can an R25T grant be awarded for less than 5 years?

8. What are the R25T requirements for Training in the Responsible Conduct of
Research?
R25T grants do not have any mandatory requirements. However, it is strongly
recommended that trainees deficient in this area who will be conducting
clinical research with human subjects during their appointment obtain training
in the responsible conduct of research.
9. How many faculty members should I have in the program?
You should have a sufficient number of faculty members to adequately address
the proposed education and research training needs of the program. Trainees
need multiple mentors, so the number of members who participate in the R25T
program would be large. In addition, some faculty might participate in the
design and implementation of specialized curriculum but not serve as mentors.
The number of faculty involved could be large and diversified.
10. Should the mentors be mainly senior individuals?

11. Will my grant application be reviewed by a CSR peer review group?
No. Applications for the NCI Cancer Education and Career Development Program
(R25T) are reviewed by an NCI initial review group that is composed specially
to review multidisciplinary training and career development needs.
12. What should my application contain if it deals with human subjects, clinical
trials or vertebrate animals?
Applicants should submit a Special Institutional Statement Regarding Human Subjects Research under R25T Support for all applications in which clinical trials are conducted. This statement must be submitted to NCI program staff for approval before the initial grant award can be issued and resubmitted with each "Application for a Continuation Grant."
The applicant must also include an abbreviated Data and Safety-Monitoring (DSM) plan showing that the sponsoring institution has established standards for data and safety monitoring of clinical trials.
Please follow the instructions in the Vertebrate Animals section of the instructions for preparing a
SF 424 (R&R) Application Guide if vertebrate animals are used.
An award cannot be made without proper information on Gender and Minority Inclusion, Inclusion of Children, and Vertebrate Animals. The applicant must also obtain human subject IRB certification and provide this information to the NCI before an award is made. Furthermore, if appropriate, a detailed DSM plan must also be provided.
13. Can the support provided for OTHER EXPENSES be used to offset costs incurred
in advertising and recruiting for the program?
Yes. A small proportion of the budget can be used for advertising and
recruiting the best candidates for the program. This kind of expense is usually
not allowed on grants devoted to education, training, and career development.
However, we expect that many of the programs supported by the R25T will involve
multiple departments and schools and that recruitment to these very special
programs will require additional efforts that are not part of the usual
business of an institution.
14. Does the NCI R25T grant operate under Expanded Authority?
Yes, except in one area. Automatic carryover of unexpended funds is not
permitted. If there is a need for carryover, prior approval by the Grants
Administration Staff of the NCI is required. Under most circumstances, each
R25T is fully funded each year and there is little need for carryovers.
15. If I have an R25T award and would like to ask for post award changes, how do
I go about this?
You must contact the NCI Grants Administration official to determine the
appropriate procedures to use in making a request for post award changes in
your grant. This also applies to any of your needs that require a prior
approval from the NCI. In general, you will have to make a request that is
signed by you and a business official of your institution. After receiving the
request, the Grants Administration official will consult with the NCI
scientific program staff as necessary to determine whether the request can be
approved.
